The law speaks specifically and narrowly to the distribution for profit of videos that show illegal acts of cruelty actually being performed on live animals (my italics). Only a very narrow range of activities come under the sweep of this law, and all of them are illegal.

The statute defines a depiction of animal cruelty as “any visual or auditory depiction, including any photograph, motion-picture film, video recording, electronic image, or sound recording of conduct in which a living animal is intentionally maimed, mutilated, tortured, wounded, or killed, if such conduct is illegal.”
