Russia does have its own seal hunt, but apparently they banned killings of animals under one year old. Russia has been the biggest market for the Canadian seal fur industry. And harp seals are the prime source of that fur. (The other two neighbors that banned them are Kazakhstan and Belarus).

But Foot doesn't buy it and asks--again-- Yet over the long history of animal rights activism in Canada, it's hard to find evidence that the larger aims of such protests are ever achieved. But that doesn't mean I'm going to support campaigns for changes in the way we use or kill animals, as that would be dishonest because it's not my goal.
