The capital is San Juan, an important center of Caribbean culture and transportation. For example, the Endangered Species Act and Migratory Bird Treaty Act—America’s most important avian conservation laws—apply in both territories. Puerto Rico became a territory in 1898 and a commonwealth in 1952.
