Endangered Species Act: Delisting the Black-capped Vireo?

Fish and Wildlife Service (FWS) is considering changing the status of the endangered Black-capped Vireo : it has proposed delisting it entirely. and it breeds in the scrublands of Texas, Oklahoma, and northern Mexico. The comment period closed in February 2017, and not all commenters were fully convinced, including Audubon Texas.
