Did you see that Change.org now has an Animal Welfare page? Meanwhile, Feldstein's voice, as one would expect, is one that speaks of "humane" treatment and advocates for reform. is clearly someone who advocates for animal rights.

The guidelines have been compiled by the Forum of Ethics Review Committees of Sri Lanka and the Ethics Review Committee (ERC) of the Colombo Medical Faculty after several sessions of consultations with a wide and varied group including academics from all universities across the country, government officials and animal welfare groups.

Enforcement has been inconsistent at best. These new penalties would give the law some much needed teeth.
Kristof, who takes note of the trend represented by the animal welfare proposition on the ballot in California this fall. We pay lip service to more humanetreatment of the animals that we eat, but how many of us look beyond the label on the package of chicken cutlets? Unfortunately, that is unlikely to happen any time soon.
On the whole, since we mean by a right something that can be justly claimed, we should probably say that animals have not rights, not because the claim to humanetreatment would not be just if it were made, but because they cannot make it. It is not at all clear which is the true view.
The Obama-Biden ticket is the better choice on animal protection, and we urge all voters who care about the humanetreatment of animals, no matter what their party affiliation, to vote for them. Barack Obama (D-Ill.) has been a solid supporter of animal protection at both the state and federal levels.
